What is the difference between the 9' and the 12' puttees. Which is the correct color for an IR...Field Grey or the Stein Grey

Whether you use the 9' or 12' puttees depends on your height and size. Taller folks, and those with big legs, may need the extra length.

Regarding the color of the puttees, I don't think it really matters whether you use feldgrau or steingrau. Technically, feldgrau is "early war", when feldgrau pants were used with the M1907/1910 tunics and the M1910/1914 "transitional" tunics. Steingrau pants typically are "late war", and were usually worn with the M1915 feldbluse. However, the Germans used whatever supplies were available, and they often mixed "early war" items with "late war" items. Issued items were repaired and re-issued until they were no longer serviceable, so it was not uncommon to see "early war" items being issued late in the war.
